Schema-imposed Data Requirements

 

The national eReport schema requires only three inclusions in any XML data transfer to pass first-round data validations: the CompanyID, first-level FacilityID, and first-level FacReportingPeriod elements. All other elements are considered optional by the schema, although the schema imposes formatting and syntax checks on all other elements included in any data transfer. A facility can be a single well, a lease, a unit, a tank farm, or any other method of grouping oil, gas, and UIC structures and entities. Therefore, production and UIC data can be reported in a format that matches the targeted agency’s mandated methods for reporting.

For maximum flexibility, two levels of facilities have been defined in the schema. The same data elements associated with the top-level FacilitiesType are repeated in a subordinate Facility global element. State agencies may wish to use both levels of Facilities, if for example, data are collected both by lease and by well.

Reporting requirements vary from state to state and may change over time. Therefore, states have the flexibility to impose their own requirements on data submittals and can choose to activate other elements through second-round data validations to comply with their specific business rules. These state-specific data reporting requirements are handled via stored procedures within the target Web server database.
